How the California Smog Check Exemption Rules Work

Understanding whether your vehicle requires an inspection depends on fuel type, vehicle age, and transaction type set by the California Bureau of Automotive Repair (BAR) and DMV.
1. Gasoline & Hybrid Vehicle Exemption Rules
a) 8-Year Renewal Exemption: Gasoline and hybrid vehicles that are 8 model years old or newer are exempt from biennial registration renewal smog checks. Owners pay a DMV smog abatement fee instead.
b) 4-Year Transfer Exemption: Vehicles 4 model years old or newer do not require a smog check upon change of ownership.
c) 1975 & Older Exemption: Gasoline-powered vehicles manufactured in 1975 or earlier are permanently exempt.

2. Diesel Vehicle Exemption Rules
a) 1997 & Older Exemption: Diesel vehicles manufactured in 1997 or earlier are exempt.
b) GVWR Thresholds: Diesel vehicles with a Gross Vehicle Weight Rating (GVWR) under 14,000 lbs (1998+) require testing. Diesel vehicles over 14,000 lbs fall under the California Clean Truck Check program.

3. Special Exemptions (100% Exempt)
a) Electric Vehicles (BEVs)
b) Motorcycles & Trailers
c) Immediate Family Title Transfers (Spouse, Child, Parent, Sibling, Grandparent)

4. Do hybrid vehicles require a smog check in California?
Yes. Hybrids are treated under the same rules as gasoline vehicles (exempt for the first 8 model years for renewal).

5. Does an out-of-state car get the 8-year smog exemption?
No. Out-of-state vehicles brought into California must pass a smog inspection upon initial CA registration regardless of model year, unless 1975 or older.
